I sponsored SB 47, passed in 2021, which significantly expanded the Georgia Special Needs Scholarship Program. This legislation broadened eligibility to include students with 504 plans and removed the one-year Georgia residency requirement, broadening school choice options. Georgia students should not be restricted to attend a public school simply based on the zip code of their home address. The decision of which school is best for the child should be made by the parent or guardian. As majority leader, I helped negotiate and muster the votes to pass the Ga Needs Scholarship in 2024. It is time to give every child access to the best educational opportunities in Georgia regardless of their zip code or school districts. I am fully committed to continuing my efforts and support of a universal voucher program as Lt. Governor.

School choice is a deeply personal issue for me. I am the product of both public and homeschool education. As a young student, public school was not challenging me from a curriculum standpoint. My parents made the decision to take matters into their own hands by pulling me out and educating me at a faster pace with greater depth. When I returned to public school, I tested ahead into the next grade. I understand the sacrifices, both in time and finances, that my parents made to provide those opportunities. I also recognize that not every family is in a position to do the same. That's exactly why school choice matters. It expands access to those opportunities for more families across Georgia. No child's access to a quality education should be determined by their ZIP code. Expanding options through mechanisms like ESAs and other school choice programs empowers families to choose the environment that best fits their child's needs whether that be public, private, or homeschooling. Parents are the primary and most important educators in their children's lives, and I will fight to ensure education funding follows the student, not the system. School choice introduces accountability into a system that has operated too long without it. When families have no alternatives, there is little incentive for underperforming schools to improve. But when funding follows the student, schools must compete to earn and keep families. That competition drives better outcomes, stronger schools, and more innovation across the board. At its core, this issue is about putting families first and ensuring every child in Georgia has access to an education that meets their needs and prepares them for success.
